DC/NOVA SRU LTD. MEMBERSHIP REQUIREMENTS

FULL MEMBERSHIP IS AUTOMATICALLY OBTAINED ONCE AN OFFICIAL WORKS A 
GAME FOR THE UNIT.

DC/NOVA requires its clients to notify the Commissioner a minimum of two (2) hours prior to kick
off of a game cancellation, else, if the official has left for the game, the game is charged for and the
official is paid. If an official does not show up for a game he is fined the game fee(s). Officials are
expected to be at the field ready to officiate a minimum of 30 minutes prior to kick off, any less 
than this and a fine of one-half (½) the game fee or more can/will be applied. General meetings with
pay-outs are held at least three (3) times a year. The Annual General Meeting, which includes the
election of officers, is held the 2nd week of December.

GAME REPORTS.

To be paid for expenses of officiating, leagues require we guarantee the following minimum 
reporting: game report form must be received from the Referee. Otherwise no payment is made 
to the Unit for the game, and no payment is made to the Referee. IN FACT HE IS FINED IN ORDER
TO PAY THE Assistant Referees AND OTHER RELATED COSTS.

MEMBERSHIP DUES.

There are no membership dues charged the officials who work for DC/NOVA, but 11% is deducted
from their fees to pay costs incurred: i.e., postage, phones, assigning & operating the Unit.

DC/NOVA SRU LTD. POLICY STATEMENTS

POLICY STATEMENT ON ASSIGNMENTS.

Referees will be assigned matches based on the following guidelines:

1. Demonstrated ability to officiate at a given level.
2. Availability/willingness: first to call the assignor - first assigned.
3. Level - based on previously documented level successfully worked.
4. To move to senior level games -
a. Successfully have performed Assistant Referee duties for not less than one season at the level the Referee wishes to officiate.
b. Successfully Refereed under-19 Division 1 for a season.

POLICY STATEMENT ON INSURANCE.

Each official will be assessed $8.00 per year (while prices remain stable) for medical and 
liability insurance. The fee will be deducted from the first pay-out of the year.

POLICY STATEMENT ON FINANCIAL MANAGEMENT.

1. The President will ensure that an audit/review of the organization's financial records is conducted in accordance with the By-Laws and the results published in the Spring.
2. The President will form a committee (from the Executive Committee) each year to conduct a review of all fees paid to assignors, bookkeepers and Referees to ensure reasonable game fees are charged our customers, and that an equitable distribution is made to those involved in the process.
3. The outgoing Board will provide the incoming Board a proposed budget for the year commencing in December.

POLICY STATEMENT OF USSF SUPPORT.

The Organization, by Charter, supports the USSF and will routinely strive to maintain good working
relationships with and work in consonance with the State Associations. This will include encouraging
all unaffiliated leagues with which we do business to affiliate.

POLICY STATEMENT ON ASSESSMENTS (FOR UPGRADING PURPOSES).

Every effort will be made to make games available to those who wish to be assessed; however, the following guidelines will apply:

1. No Referee will be given a game for assessment purposes unless that Referee has successfully worked the requested assessment level for DC/NOVA SRU at least three (3) times within the last year.
2. The Referee to be assessed will work any other additional games on the same day, at the same field as would be routinely assigned in the normal course of events.
3. The Referee will request a specific level but the Assignor will choose the match. Disagreements may be appealed to the President, but will not normally be upheld.
4. Referees that regularly work for DC/NOVA will be given priority for all games including those that are requested for assessments.
5. Referees that apply to DC/NOVA for assessment games but do not regularly work for DC/NOVA have no right to expect that working Referees will be "bumped" from games to make assessment games available, nor will such a practice be generally authorized.  Disagreements will be referred to the President.
